IHRA ACT - 201 8

The Islamabad Healthcare Regulatory Authority (IHRA) Act, 2018 establishes IHRA as an autonomous regulatory body with jurisdiction over the Islamabad Capital Territory (ICT). Its main purpose is to ensure high standards of healthcare delivery in both public and private sectors by introducing legal accountability, safety, and quality controls that were previously missing. This law empowers the authority to bring all healthcare establishments—hospitals, clinics, diagnostic centers, labs, maternity homes, home-based health services, etc.—under a system of registration and licensing. Under the Act, registration of healthcare establishments is mandatory. Any healthcare provider operating within ICT must register with IHRA, providing information about the facility, the services offered, staff, equipment, location, etc. Only registered establishments can proceed to apply for a licence.
