REGISTRATION

The Islamabad Healthcare Regulatory Authority (IHRA), established under the Islamabad Healthcare Regulations Act, 2018, is mandated to regulate the quality of healthcare service delivery in Islamabad. In accordance with Sections 21 and 22 of the Act, all healthcare service providers are required to apply first for the registration and then for licensing of their respective establishments. Furthermore, Section 14(1) of the Act outlines additional provisions in this regard.

LICENSING

Licensing is the official permission granted by the Islamabad Healthcare Regulatory Authority (IHRA) under the IHR Act, 2018, allowing any premises or conveyance to operate as a Healthcare Establishment (HCE). It is a mandatory requirement, and no Healthcare Establishment is permitted to function or provide services without obtaining a license from the IHRA.

Standards of Clinical Governance and Organizational Management

The IHRA Directorate of Clinical Governance is tasked with formulating Quality Healthcare Service Standards for all categories of Healthcare Establishments (HCEs). These standards range from minimum requirements to accreditation-level benchmarks, taking into account the local context and practical realities.

INSPECTION

Under Section 20 of the IHR Act, 2018, an Inspection Department has been established to carry out the functions and exercise the powers of the Authority. The inspection team is authorized to examine healthcare establishments, equipment, and the services they provide for the purpose of granting, renewing, suspending, or cancelling registration or licensing.

The Islamabad Healthcare Regulatory Authority has formulated a comprehensive Anti-Quackery Strategy, providing a clear roadmap to eliminate quackery. The strategy includes a detailed action plan with defined roles and responsibilities for all relevant stakeholders.

COMPLAINT MANAGEMENT

Pursuant to the Islamabad Healthcare Regulations Act, 2018, the IHRA acknowledges that complaints serve as a vital source of information on the difficulties experienced by the public in accessing healthcare services. To address this, a dedicated Directorate of Complaints has been established under the Act to receive, manage, and resolve complaints, ultimately enhancing the quality of healthcare systems, services, and outcomes.

Infection Prevention and Control (IPC) refers to measures intended to curtail infections and their spread in healthcare facilities. Infections may be present at the time of admission of the patient or may be of nosocomial origin. The guidelines lay down standards that are required for the practice of IPC in healthcare settings along with its many benefits.
